The Institute of Practical and Training (IPRT) in Hargeisa, Somaliland has arranged this short course to train high-level civil servants involved in budget preparations, financial analysis, auditing and other economic institutions.

While there are no-requisites, the course would benefit most of those who have some basic formal training or hands-on-experience in budgeting, accounting, financial analysis and auditing. Due to the short duration of the course, the scope of the material to cover, and the wide-ranging levels of the participants, only the general principles and procedures would be highlighted.

The primary focus of the course would cover the budget process, preparation, adoption, implementation and other underlining principles such as the assumptions, forecasting and essential features of a good budget document. The course would also touch the basic principles of accounting, auditing and internal controls that safeguard government assets. Here is synopsis of the material to be covered:

  1. Definition of budget.
  2. Essential features of budget process and preparation.
  3. Analytical techniques of revenue forecasting
  4. Governmental accounting principles and Auditing Standards.
  5. Fund Types
  6. Internal Control Measures.

The instructor, Cali Guleed, has experience in finance, accounting and auditing in the government sector and international financial development institutions. Ali has majored in Accounting form Marquette University in Milwaukee, Wisconsin. He has over 20 years experience in the fields of accounting and auditing. He is currently a senior financial accountant with Valley Transportation Authority in San Jose, California. Prior to that, Ali had held various positions, namely, principal finance officer with the African Development Bank and auditor with Santa Clara County, San Jose, California.
