Hargeisa (SL Times) – A team of German experts are in the country to study the feasibility of establishing a Budgeting Service office for Somaliland’s Parliament.

According to Dr. Hartmut Schulz who heads the team, the idea is to strengthen the capacity of the Somaliland parliament to study, analyse and monitor financial matters including the government budget once it has been adopted by the legislature.

Mr. Schulz who worked for 23 years in his country’s Treasury Department and other finance related government agencies said their mission was planned to take 6 weeks.

Hassan Haji Mohamud who is accompanying the team told the Somaliland Times that another 2 teams are also expected to arrive by September 16.

Mr. Mohamud explained that the concept is to build up the Parliament's over-all capacity in budgeting, legal counselling including law-making, and the Parliamentarian’s relations with his/her constituents.
“Our present team will conduct a feasibility study on the establishment of budgeting services,” Hassan Haji said.

The assignment of the two other teams will be to envisage the possibility of providing for other needs.

According to Hassan Haji, both the German Ministry for International Cooperation and the EC have shown interest in funding this project.

The German experts returned to Hargeisa Friday evening from a trip to Berbera’s Red Sea coastline.
