SOPRI Sponsors Somaliland Ministerial Tour Of The US


Somaliland Policy & Reconstruction Institute (SOPRI) in Collaboration with the Somaliland Communities in the USA will sponsor a Somaliland Ministerial Tour as well as a series of policy deliberation and consultation forum in three major US regions “The West Coast, The Mid-West and The East Coast”.

The Foreign Minister of Somaliland Edna Adan Ismail and the Somaliland Minister of Commerce & Industry Mohammed Hashi Elmi will lead the scheduled international tour.

The purpose of the Somaliland Ministerial Tour.

To initiate and encourage the establishment of a formal relationship between the Somaliland government and the US government (Federal, State and Local).

To introduce and market the various investment opportunities in Somaliland to the US and South Korea business community.

To cultivate a bilateral relationship with US non-governmental institutions and organizations.

To open a dialogue of friendship between the brotherly people of the two countries.

The purpose of the regional policy forum.

The primary purpose of the policy forums, are to enable Somaliland individuals in the Diaspora to contribute toward the ongoing process of nation building in Somaliland in partnership with the government and the people of Somaliland. Thus, the forum will facilitate in the achievement of such task by providing a venue that is conducive for the exchange of ideas. Where Somaliland officials, subject matter experts in various fields as well as participating members will share and deliberate on an assigned topic of discussion and produce proposals.

Each regional center will deliberate on, and produce a policy recommendation paper, on one of the major topics listed below.

A blue print for national development

National economic development policy

Agriculture and livestock development

Trade and commerce development

Human development and employment

Industrial development

National social development policy

National education policy

National heath care policy

National cultural initiatives

Democracy and the rule of law

Human rights and responsibility

Transparency and accountability

Judicial transparency and accountability

Fiscal transparency and accountability

The policy forum deliberation process

Each region would form a committee that will organize and coordinate the discussion process with its members. They would research, deliberate and produce a draft discussion paper that would highlight the current shortcomings in the Somaliland government’s policy regarding the particular topic assigned to them. After a rigorous analysis and deliberation on the discussion paper in the course of the ongoing conference at each regional center. The committee of each region in concert with the participating members, making use of any input from the Somaliland officials will formulate and draft a final policy recommendation paper at the conclusion of the conference.

The final policy recommendation papers by the different regions should not only highlight the shortcoming in the government policies. But put forth solutions that are sound and can be easily implemented.

The final policy recommendation paper would then be forwarded to the Somaliland official delegation that are visiting each regional center. Further, after a careful review the final policy recommendation paper in part or in whole will be made available for wide publication.

Each regional center will nominate a standing committee. The standing committee of each region will then coordinate their work with the other regional centers and together carry out a follow-up course of action regarding their policy recommendation proposal with the appropriate entity in Somaliland.

The policy forum regional venue and schedule

The West Coast Region Policy Forum will be held on Oct.6 in Los Angeles, CA at the Hilton Hotel.

The Mid-west Region Policy Forum will be held on Oct.11 in Atlanta, GA.

The East Coast Region Policy Forum will be held on Oct.22 in Washington, DC.

Each regional group would be managed by a Chairperson, a vice Chairperson and a Secretary. The above noted position holders would be nominated by their respective regional members.
