As an active participant in the democratization processes of Somaliland for a period of 5 years, I would like to bring to the attention of Somali Landers in general and in particular those individuals responsible in administering the MANDATES of the above ENTITIES, that M/S S.O.P.R.I engaged a TEAM OF EXPERTS with credible and wide experience in multiple areas including Public Sector Policies that will facilitate evaluation of the NEEDS of government Institutions, so as to meet identified goals in administering both short-term and long-term operational appropriations of different Ministries and other Public Sector agencies in an effective, efficient and economical manner.

ADVISORY ROLE

Such a good-will mission need to be provided with a program of work, in which the Experts and Representatives of above institutions can have useful business discussions on major issues of mutual interest and in particular thorny issues like the CONSTITUTIONAL CRISIS that paralyses all activities of the State Bodies from May 2003 up to this date. Discussing such an important matter with die-hard Experts from Somaliland Diaspora is seen as a golden opportunity for representatives of State bodies plus other Entities mentioned above and will in my opinion com-up with remedial measures that can resolve major differences between the Executive Branch and The Legislative Body pertaining to the interpretation differences in their respective MANDATES as specified in the CONSTITUTION. This issue has paralyses the activities of the government at a CRUCIAL time, when these bodies attention and energies could have been devoted to the URGENT external factors which could challenge the Integrity of Somaliland i.e. on-going war between fighting factions in southern Somalia, who unfortunately invited FOREIGN FORCES from neighboring Countries of which one of them is Ethiopia and the other is Eritrea. Normally complicated situations of this nature bring risky political manifestations that can even divide our CITIZENS into different groups with different political allegiance towards the fighting FACTIONS i.e. Islamic Courts Union and the Transitional Federal Government of which none of them respect the Integrity of our Statehood.

ETHIOPIAN INVASION OF S.SOMALIA TERRITORY.

It is clear to all the Parties involved in resolving the protracted civil war in Southern Somalia, that the intervention of neighboring countries has complicated the on-going peace building processes. In particular Ethiopia has invested enormous financial resources in the election of the most hated War-lord Col. Abdillahi Yusuf by all Somalis wherever they may be as President of the TFGS, although it was known to all the stakeholders that he cannot be an effective TEAM LEADER, since he cannot get the TRUST of 10% of the S-Somalis. As a result, the so called TFGS is unable to establish its presence inside the country, while their opposition faction called Islamic Courts Union came to existence early 2005 and managed to get the TRUST of 60% of S.Somalis in 5 Regions without the assistance of known World Powers. I doubt, however, whether they can sustain this achievement since they have not come up with viable policies that can regulate both Public and Private Sector activities and services required, which is necessary to be rendered to a population of about 5-6 million. In such circumstances, one can deduce that Ethiopia is interested in helping the most hated war-lord to rule Somalia and therefore not interested in helping S.Somali population to resolve the on-going dirty wars being waged between inter-clans over the past 17 years. More over reliable rumors indicate that, Ethiopia is also arming Punt land Militia loyal to War-lord Col. Abdillahi, even though Majeertania armed Militia occupy several Districts of Somaliland Territory . Is Mr. Meles, grooming Col. Abdillahi as a Governor-general of Southern Somali Territory annexed by Ethiopia under the protection of the Ethiopia Army to be equipped by USA. At this stage, it appears that Ethiopia is determined to conquer S.Somali by Military-Might and access the longest coast to the Indian Ocean and do not care any consequences that may trigger human disaster .In such a pathetic situation, I will not hesitate to recommend that Somaliland State Bodies collectively urge Ethiopian Government not to engage its Military Force against the Islamic Courts Union at all costs and divert its energy in peace building for the sake of the communities in the Region.

DIPLOMATIC RECOGNITION OF SOMALILAND.

Honestly speaking this topic has been mishandled and need to be revaluated in totality by a highly seasoned technical group of not less than 9 members with excellent support staff of which some of them are bi-lingual (i.e. English, French and Arabic). Such A selective team be made accountable to the Ministry of Foreign Affairs and sub-committee of Parliament charged Foreign Relations, nominated by the President on merit logy basis and their appointment is subjected to the approval of the Parliament’s. I suggest that their operational Budget for THE first 3 years be estimated $ 3.00 million of which $ 2.00 million is financed from a new taxation of $0.5% to be charged to all remittances made to Somaliland citizens and a sum of $ 1.00 million be raised from The Diaspora. I am also suggesting that a sum of $ 1.00 million be earmarked for SNM Foundation to be established. All other balances of such taxation be appropriated to Education, Health, Welfare assistance to Orphaned families of SNM fighters, Genocide-fund, improvement of police logistics, equipments, training, communications and Translation of all the laws of the country written in English and Arabic (if any) to Somali Language.

GOOD-GOVERANCE.

We should accept the fact that, we can attain good-governance only through democratic processes and procedures guided by written policies specifying the goals of the mission to be undertaken, correctly spelling out the scope of the operation on periodic basis and in an assertive manner require responsible authorities to estimate resources required and compliance with the policies stated and demanding reporting mechanism to all stakeholders charged with the responsibilities of supervision, evaluation and monitoring purpose (Executive Branch as Planners & implementers of the activities, Legislators, civil society and Auditors ascertaining that the activities have been implemented as planned in an efficient, effective and economic manner). Rayale’s government resisted this mechanism and so far refused to submit periodic reports on its operations and audited annual Financial Statements to Legislature and other parties all for the period 2002-2006 .In addition to this, some of the taxes collected from the public were not enacted by the Parliament and in some cases not accounted in accordance with the accounting regulation of the State.

ELECTIONS HELD.

Executive Branch and UDUB party did not comply with elections laws, since it utilized public money, office authority and public communication in all its political campaigns and that was unlawful Such malpractice will encourage Opposition Political Parties to initiate unlawful activities that are against the Code of Conduct required from all Political Parties to comply, so as to gain more votes that can counter-balance cunning practices of UDUB Party. In all 3 elections , elections conducted in several districts were rigged and reported unacceptable results. Such incidents occurred in 3 districts in Awdal Region, one district in W. Regional, one in Sanaag and one in Togdheer.

It was also reported that civil servants and other government employees that supported Opposition parties were sacked from their government service. In Gabi lay Elderly- men who supported either KULMIYE or UCID were arrested and imprisoned in Mandeira main Prison for a period of 50 days. No due legal process was followed, since the government has applied the repressive EMERGENCY LAW, which was in use during the AUTHORITATIVE rule of Siyad Barre’s Regime.

I’m of the opinion that the Electoral Commission is also charged with the responsibilities of administering the law regulating the affairs of political parties, since the item was not considered in Electoral Commission Law.

I am recommending also that Electoral Office appoints 3 professionals that will conduct post-mortem Audit on how the office carried-out its mandate in supervising those 3 elections and related administrative matters for the period 2001-2006, so that we could correct mistakes and short-comings observed and repeat on areas were we believe to have achieved good job.

JUSTICE AND CORRUPTION.

Whether we Believe or not, Somaliland could have been classified as the most corrupt government in Africa, if Transparency International was allowed to conduct a brief evaluation exercise. Easily observable corruptive activities are mainly in the domain of the Financial Sector Services, Offices charged with the responsibilities of land title deeds and unfortunately the justice system is in shambles and if immediate reform does not correct the prevailing situation, it can easily trigger political instability. Fight against corruption and injustice systems needs initiation of URGENT measures to correct malfunctioning the administrative issues and Professional failings. One can estimate the amount of PUBLIC FUNDS siphoned, misappropriated, uncollected or wasted $ 10.00 to $ 15.00 Million per year.

Political Parties.

As secretary General of UCID, we are experiencing serious misunderstanding among the Executive Committee of my party on the issue complying with INTERNAL Democratization Processes required from ALL POLITICAL PARTIES by the laws of the Political Parties, SLD CONSTITUTION and the LAW Regulating Political Parties. Such a disagreement cropped from a party conference held in Hargeysa July 2006. We have not resolved the issue yet and I hope it will be resolved without damaging the image of the Party. Incase similar problems arise from the Internal Administration of the other Political Parties i.e. UDUB and KULMIYE, It is quite likely that similar issue may also face other Political parties, after the they also arrange similar conferences in electing their respective governing bodies in the near future. It is therefore suggested that this matter is reviewed and a DIRECTIVE stipulating acceptable methodology of complying with internal party democratization processes be issue to the 3 political parties, so as to avoid legalizing more political parties for a poor country recovering from disastrous civil war.

There are many other important PUBLIC ISSUES that I hope will be raised during the DISCUSSIONS between the visiting Experts and the Officials responsible in administering the above ENTITIES.
