By Abdirahman Ibrahim Abdilahi One of the major resources in Somaliland at the moment is enjoying with is the wealth provided by UN and INGO‘s which are residing mainly in Hargeisa; The prosperity should be distributed equally among the regions because the results of such a system have shown wide income disparity among the people who live in Somaliland as they do not have equal access to resources e.g. development projects, services including cars, staffs and housing accommodations of UN and INGO‘s. In fact the economy should show strong tendencies toward egalitarianism; otherwise the disparities in the income between the people who live in Hargeisa and other regions of Somaliland will be wider in the years to come. The government institutions are the second to the resources provided by UN and INGO’ organizations whereby huge amount of money and employment is expended and acknowledged respectively. The representation of the staff in the government institutions are not shared equally because the allocation of the jobs is not either on the basis of quota or formula for sharing everything such as power, jobs as it is in the cases of many African countries where jobs are provided on quota basis with the exception of few highly specialist posts which is offered on free and fair exam to obtain competent new entrant. The people have shown doubts over the representation in the parliament by all clans, as the constituencies for clans are not clearly defined having seeing major clans in the country which are poorly represented. We have to formulate a system whereby all the clans are given seats to be run within the clan for different parties or platforms so that people from all diverse tribes with different parties come to the parliament. The representation of the parliament is the same but parties may perhaps show variation in the tally. At the moment, major Somaliland government budget is spent in the capital and no other city feels the benefits of the budget and that could lead many people in other parts of Somaliland rather than Hargeisa think differently or feel injustice incurred against them. Each and every region should have facilities to be taken into account. One region should have for example the port another airport other the seat of parliament that means the wealth is shared equally. It may seem very difficult to see changes given the situation on the ground whereby subcultures emerged and there are mentalities held by some elements within the societies (in Somalia and Somaliland) and that have been progressing over the years. The said customs is explicitly felt for instances in Mogadishu whereby the warlords used to control armed bands, territory, finance and politics of the area. They employed different tactics to oppose any alteration of their system. Until and unless the people of Somaliland face onto reality; the country will not change or progress. As to why the people of many regions within Somaliland are silent on these issues that affect their lives are simply they don’t see any changes that are just around the corner and have to choose between violence and peace.
