Hargeysa, Somaliland, June 7, 2008 (SL Times) – The leaders of Somaliland’s largest opposition party KULMIYE insist that the agreement they signed with the government on June 1, 2008 is of a preliminary nature.
According to this agreement which the two opposition parties KULMIYE and UCID signed with the government UDUB party, the presidential elections will be brought forward past the municipal elections. The new tripartite agreement says that the presidential elections should be held before April 6, 2009.
The agreement also calls for the conduction of a voter registration exercise before the municipal elections.
Although the Riyale administration has been portraying the agreement as final, however KULMIYE leaders have been quick to point out that some important issues still remained to be tackled.
Of particular significance for KULMIYE is reaching an agreement on mechanisms for ensuring that the government does not use state resources for the sake of winning the elections.
KULMIYE has also pointed that they need guarantees that the security apparatus will not be used against them and that the government media will not be biased in favor of the ruling UDUB party.
According to KULMIYE, only when the above outstanding issues are addressed to their satisfaction can the agreement with Riyale be termed as final.
