NEW DELHI: It's not just India that's swirling to the dance
of democracy. 2009 will be the biggest year for electoral
democracy in history, with governments that rule over 2.6
billion people seeking a mandate from them. In India alone,
there are more than 700 million voters.
From the tropical rain forests of Congo and Ivory Coast, to
the icy wilderness of Greenland, from palm-fringed beaches
of New Caledonia to the vast pampas of Argentina, people in
64 countries will be voting this year to elect new
governments.

Finding Somalia's government on the web can be
confusing. There is no .so domain. www.somali-gov.info claims to
be the "Official Federal Government Website for Somalia" but if
you have been following developments in Somalia you will soon
realize that the president and prime minister are no longer in
power. The site for the new president, Sheikh Sharif Sheikh
Ahmed, can be found at www.nationtv.org, not an obvious address
for the official government.

Somalia has been in a state of chaos and anarchy since the fall
of dictator Said Barre in 1991. The war situation has thus
continued, with short exceptions, for 18 years. Due to the
humanitarian, political and economic disaster, caused by two
decades of war, Somalia is generally described as a failed
state. But what do we mean by this concept, and more
importantly, what can we do to help Somalia and all the other
failed states?

I met Abdillahi Bahar yesterday, and while we were with

a senior Kulmiye guy was telling his tailor that he can not

laughed and told us that it reminds him of a Readers Digest

U.S. Imperial Expansion Creates New Enemy |
|
In the 80s the U.S. created
Al-Qaida to attack the Soviet forces in Afghanistan. But as
the Cold War ended and the Soviet Union disintegrated into
smaller republics, the United States needed a new enemy to
continue its quest for global domination. And its former
allay—Al-Qaida—became the new foe after September 11, 2001
horrific attacks in New York City.
Similarly, to continue the relentless U.S. imperial
expansion in another defenseless, vulnerable and potentially
oil rich front, namely East Africa,

The signs of a dictator are clear and unquestionable.
Mr. Dahir Riyale Kahin, the elected president of
Somaliland, has repeatedly violated the country's
constitution by expertly abusing the public's desire for
peace and governance. Most recently, the Riyale
administration in Hargeisa, capital of Somaliland,
postponed the election date for a second time, throwing
the public into widespread confusion and the government
onto the path of self-destruction.

could lure Americans to fight in a holy war.
Minneapolis, Minn. — The FBI is looking into whether a group

still unclear is who was responsible for spreading extremist
ideology. Is there a recruiter lurking in the community? Or
