Nairobi, 31 July 2009 – The United Nations Political Office for Somalia (UNPOS) is convening a workshop for former Somali senior military officials under the auspices of the Somali Ministry of Defense from 1 – 5 August in Washington DC.
The workshop, which follows a preparatory forum held in June, will bring together former high ranking officers from the military, police, custodial and intelligence services for in-depth discussions on both the historical background of the Somali security forces, and on the re-establishment and the strengthening of the capacity of the security sector institutions in Somalia. .

Hargeysa August 1, 2009 Two human rights defenders, Mr Ahmed Saleban Dhuhul and Mr Sayid Osman Mire have been detained following their arrest on 13 July 2009 in Hargeysa, Somaliland, for allegedly inciting clan violence. Ahmed Dhuhul is a member of the executive committee of Somaliland Journalists Association (SOLJA) and Sayid Mire is the Chairperson of SOLJA's third assembly general. Both men work for Radio Horyaal, the only privately–owned radio station in Somaliland.

Addis Ababa, August 1, 2009 -  A Ethiopian Ministry of Foreign Affairs said ongoing talks between Ethiopia and Somaliland on the use of the port of Berbera are well in progress.

EU Ministers Adopted Conclusions On Somalia

Nairobi, August 1, 2009 - The Foreign Ministers of the European Union adopted at the EU General Affairs and External Relations Council meeting on 27 July the following conclusions regarding Somalia:
“1. The Council condemns the armed attacks against Somalia’s Transitional Federal Government (TFG) and against the UN and NGOs. It expresses its deep concern over the violations of human rights and international humanitarian law, and calls on all parties to the conflict to respect international law.

Livelihoods at risk as drought worsens in western Somaliland

 

Draught Worsens

IJARA, August 01, 2009 - A prolonged drought is causing large-scale livestock deaths, increasing the vulnerability of residents living in the mid-western Gabiley region of  Somaliland, local officials say.
"We have not experienced such drought before," Mohamed Ahmed Abdi, Gabiley governor, said. "Before, the drought affected either the people on the farms, or the animals, but now it is affecting [both]."

Hargeysa, Somaliland, August 1, 2009 (SL Times) – The Upper House debated the coming presidential election and some of the related problems. During the discussion, the Chairman of the Upper House, Mr Suleiman Mohamoud Adan (Saleebaan Gaal) warned against government employees getting involved in political issues. He gave as an example Mr Jeex, a director in the ministry of planning who said that Interpeace is not registered with the ministry of planning. Mr Suleiman Mohamoud Adan also advised the Upper House members not to take the side of any of the political parties and to be neutral.

Hargeysa, Somaliland, August 1, 2009 (SL Times) – Tanya, a singer of Norwegian origin who sings in Somali arrived in Somaliland on July 27, 2009. She was accompanied by the singer Muhammad Adan Ali (Himilo). The fact that Tanya was wearing clothes showing a design of Somaliland flag when she got off the plane in Hargeysa drew the attention and appreciation of many Somalilanders. The two artists were warmly welcomed by officials from the ministry of tourism.

Hargeysa, Somaliland, August 1, 2009 (SL Times) – Muhammad Mooge festival, named after the legendary singer Muhammad Moge Liban, ended this week. The festival went on for five days at the Workers Hall in Hargeysa. The festival included plays, poetry and several different kinds of entertainment. One of the plays was by Abdi Muxumed (Abdi-falaash) and was about traditional knowledge and raising children.

Amoud’s 8th Graduation Ceremony

Borama, Somaliland, August 1, 2009 (SL Times) – Amoud University celebrated the graduation of the 8th batch of students. The graduation ceremony took place in Amoud University campus. 147 students graduated from various colleges, including those of agriculture, law, management and medicine. The ceremony was attended by the minister of state for education, the vice minister of education, the governor of Awdal, Amoud University administrators, students, parents, and representatives of FC Denmark, ADT, and the European Union.

Woman Given Fine And Suspended Sentence For Importing Alcohol

 

Borama, Somaliland, August 1, 2009 (SL Times) – A Somaliland expatriate woman was prosecuted for importing alcohol into the country. As reported by Haatuf newspaper’s Awdal correspondent, Mr Muhammad Omar Sheikh, the name of the woman is Suleekha Abdi Awad and is 29 years old. She was tried in July 22 for bringing into the country 140 liters of alcohol which was in 98 containers, and was given a 6 months suspended sentence (no jail time) and a fine of 3 million Somaliland shillings.

Erigabo’s Shifa Hospital Expansion

Erigavo, Somaliland, August 1, 2009 (SL Times) – The Mayor of Erigavo, Mr Ismacil Haji Nur, put the foundation stone for a new wing to be added to Shifo hospital. The project is being funded by an organization called Manhal and is estimated to cost $30.000. This is not the first time that Manhal contributes to Shifa hospital. Manhal already played a part in establishing the hospital in the first place.

The people of Somaliland face an intriguing dilemma: which passport to hold? Somaliland declared its independence from the country of Somalia 17 years ago. Now Somaliland has its own flag, its own national anthem and its own passport. But the international community refuses to recognize the breakaway region -- which means its passport isn't recognized either.

What's more, Somaliland's constitution forbids its citizens to hold a passport from Somalia. This catch-22 has spawned a black market, as Richard Lough discovered on the streets of Hargeysa.

Somaliland: Understanding the crisis

Somaliland is in the midst of the worst political crisis since 1994: an in-apt president in the Palace; tribal violence in the west of the country; a dysfunctional parliament across the street; and a confused and confusing opposition scattered in Hargeysa, Burco and in the Diaspora. While at the start of the decade Somaliland was broad of its successes and was looking forward to a political life acted and shaped by political parties, the violence in Ceelbardaale may mark the beginning of the end of the "peace and milk" era. From the current political realities that Somaliland finds itself in 2009, one is safe enough to conclude that our experience of the past two decades was useless at best.

Somaliland Recognition: Troubled Waters Ahead

Somaliland was an independent State
Somaliland has been seeking independence for 18 years. Peace and stability are now threatened by both internal and external forces.
Somaliland received its independence from Britain on 26 June 1960 and was immediately recognized by 35 states. Mr. Mohamed Ibrahim Egal became the first Prime Minister of Somaliland and headed the first Cabinet of Ministers which comprised of four elected Ministers including: Garad Ali Garad Jama, Ahmed Haji Duale (Keyse), Hajji Yusuf Iman and Haji Ibrahim Nur. According to historians Prime Minister Mohamed Egal was hit with a Pepsi cola bottle on his neck by a person when he requested for a delay in the unity process with Italian Somalian.

Salaam All, To Somalilanders worldwide
The recent announcements made by Congressman Donald Payne regarding the issues involving Somaliland have concerned me so much so that I had to write. I have been further troubled by the current situation in our homeland. I am not a writer as per say but rather a young man with a lot of pride in his belly; pride for his country; pride for his people and proud of his history. Though my age may say that I am not wise enough to comment on these issues and ideas presented below I write this piece out of emotions and feelings I have for the betterment of my people.

"If not now, then when? If the Council does not act, then who will?" asked Ahmedou Ould-Abdallah, Special Representative of the Secretary-General for Somalia, today as he called on the international community to take immediate action to stabilize the situation in that country.
In a briefing to the Council, he said that, while Somalia was, indeed, a difficult case, challenges should not be a reason for inaction. As the Council considered Somalia for the second time in a month, the Transitional Federal Government was repelling multiple attempts to overthrow, while trying to overcome two decades of international scepticism.
