Garowe, Somalia, October 10, 2009 – Somalia's semi-autonomous region of Puntland has protested to Ethiopia, accusing its forces of carrying out a cross-border undercover operation.
Puntland's security minister told the BBC two people were in hospital after Ethiopian forces entered Galkayo town at night and raided a house.

Seattle, October 10, 2009 – — In a visit to the Seattle field office Thursday, FBI Director Robert Mueller warned of the dangers posed by outside attempts to recruit and radicalize young American Muslims, but wouldn’t discuss an ongoing investigation into reports that a young Somali man from Seattle was involved in a suicide bombing that killed 20 in Mogadishu last month.

Berbera, Somaliland, October 10, 2009 (SL Times) – Horn of Africa, a local NGO, distributed 30 tons of food to 2000 needy families in Berbera.
According to Jamhuuriya newspaper, the food consisted of 20 tons of flour and 10 tons of dates.

Las Anod Police Burn Weapons

Las Anod, Somaliland, October 10, 2009 (SL Times) – Las Anod police burned dozens of daggers and Somali budhs (hard sticks with round heads that are used in fighting).
According to Afnugaal.com, the weapons were collected from people and is part of the city government’s efforts to make the city safe.

Lessons For Somaliland From Kenya's Post-Election Violence

Role Of The Media In Somaliland Elections - New Report Published

Dr. Nicole Stremlau is Co-ordinator of the Programme in Comparative Media Law and Policy and a Research Fellow in the Centre of Socio-Legal Studies

report examining the role of the media in the upcoming Somaliland elections in the light of lessons learned from Kenya, has been published in September 2009.

The report explores issues of media policy during post-election violence. We examine the case of Kenya, where 1,133 people were killed after the 2007 elections, to distill lessons for Somaliland’s upcoming elections. There are indications the elections in Somaliland will be highly contentious and that the media will have an important role in either exacerbating or alleviating political violence.

The intended audience for this report is journalists and policymakers in Somaliland as well as concerned international observers. We also expect that the issues drawn out here will be relevant for other countries in the region that are grappling with upcoming elections that have the potential of being highly contentious.

EDITORIAL

Somaliland’s Opposition Should Take Account Of The New Situation

Putting aside for a moment the question of right and wrong, and evaluating things based on the political effectiveness, it is obvious that the opposition performed much better than the government in last month’s political contest. All one has to do is look at the discipline and steadfastness of the parliamentary majority, the way the opposition were able to organize mass action to bring pressure on the government or the way the opposition crafted and transmitted clear goals and messages to the public, then compare that with the government’s inept high-handedness.

Democracy Threatened or a Failure of Leadership

The recent agreement signed between the government and the two opposition parties, with representatives of the international donors as observers, has defused the political crisis in Somaliland which was caused by the debacle of the botched voter registration drive and the resultant repeated delays of the long overdue Presidential elections. To be sure, Somaliland has dodged the proverbial bullet and it is now incumbent on all elements of the Somaliland polity to ensure that such a crisis does not recur.

Puntland’s Media Poodles Versus Watchdog Media

With the recent decision to suspend the reporters of VOA and ban VOA affiliate FM relay stations from broadcasting in its domain, the Administration of Somalia’s autonomous region of Puntland has shown its preference for supine media poodles to objective media watchdog.
It seems Puntland leaders have found great contentment in taking the paternalistic path of feeding their people with government censored information in the fashion of socialist and dictatorial states rather than giving them the choice to make their own judgments through free and diversified media.

Breath Of Peace In Chaotic Somalia

Recently, Al-Shabaab, the Islamist youth group of Somalis with ties to al Qaeda, executed a well-planned attack with twin truck explosions at the African Union peacekeeping force base in Mogadishu, killing 22 people.
Among the dead was the deputy commander of the African Union force, the deputy police chief, and 17 Burundi soldiers. As the Obama administration tries to re-engage the utterly failed state of Somalia to deny a safe haven for al Qaeda affiliate groups that plot against American interest in the region, there are lessons it should learn from Somaliland.

Where Have All The Good Men Gone? The Coming Of Age Of The ‘Lost Generation’.

A few days ago as I sat nonchalant reading an article for a class at one of the many cafes that litter the university campus I attend, I happened to overhear two Somali sisters conversation. One of the sisters was modestly dressed while the other was a more modern ‘liberal’ minded sister. After talking about their courses, professors, and future ambitions (they were both political science majors and wanted to go on to law school), the topic soon turned to love and marriage.

Hope As Somaliland Opts For Dialogue

Nairobi, October 10, 2009 — Political compromise in Somaliland brokered by international donors has helped avert violence but information on the ground point to a shaky truce that can break any time.
A political stalemate between President Dahir Rayale Kahin and the opposition following the postponement of presidential elections scheduled for September 27, had threatened to plunge the unrecognized country into turmoil.
Recently, the three political parties agreed on a six-point programme to help save the country from strife, given that the opposition had threatened to boycott the elections and seek other means of removing the president from power, while the incumbent had earlier vowed to push on with elections even without a voter-register.

Some claimed they didn't know they were being recruited by the al-Shabaab militia when they accepted a free ticket to Somalia. Their families and the community were shocked to learn their whereabouts. In his first ever visit to the U.S., Somalia's president asked the Minneapolis community to beware of radical Islamic recruiters.

Targeted sanctions could be an effective way to deal with "spoilers" in Somalia, but the approach must be flexible enough to allow them to change course and work for peace, B. Lynn Pascoe, Under-Secretary-General for Political Affairs, told the Security Council this morning.
After years of conflict, peace would not come to Somalia overnight, he said as he briefed the Council along with Craig Boyd, Director of the United Nations Support Operation to the African Union Mission in Somalia (AMISOM). Stability must be promoted, he added, and national and external spoilers must be neutralized.

Peace Among Predators

October 8, 2009: The Transitional Government wants foreign help to defeat the Islamic radical militias. The government believes it is not strong enough to defeat al Shabaab, and other Islamic radical groups, all alone. The radicals are more fanatic, and have suicide bombers and assassins who are not afraid to get killed while attacking government leaders. The clan coalition that comprises the government, feels that its armed followers cannot (or will not) fight it out with the al Shabaab gunmen, or their al Qaeda allies (most of them foreigners). The 5,000 AU peacekeepers will go after al Shabaab, but only in Mogadishu.
