Presidential Guard Commander Punishes Soldier For Wrongdoing

Hargeysa, Somaliland, January 02, 2010 (SL Times) – In an unusual move by Somaliland government, the Commander of the Presidential Guard, Abokor Sulub Ahmed ordered the arrest of one of its soldiers for improper behavior. The soldier had bullied and forced the closure of the office of Moon Fishing company (located at sariibada idaacada).
The Somali language newspaper Haatuf reported that it received a written letter in which the Director General of Moon Fishing, Mr Dahir Mohamud Gamuur thanked the Commander of the Presidential Guards, Abokor Sulub Ahmed, for taking the appropriate steps against the soldier whose disturbances forced the closure of their business. Mr Dahir Mohamud Gamuur made it clear that their office has re-opened and is doing its normal business. Mr Gamuur also expressed regret about the damage to the reputation of the presidential guards that the actions of this lone soldier may have resulted in.
The step taken by the commander of the presidential guard is unusual in that Somaliland’s government rarely takes any steps against its officials or employees for wrongdoing. President Dahir Rayale Kahin himself has set up this style of governance whereby ministries are divided according to sub-clan affiliation, and as a result it becomes difficult to discipline any minister for fear of angering his sub-clan. The only time that President Dahir Rayale Kahin usually moves against any government official is if he senses disloyalty to himself, and even in those rare cases, he appoints someone who is from the same lineage as the sacked minister.
