Upper House Passes Water Bill after Embarrassment

Hargeysa, Somaliland, November 27, 2010 (SL Times) - Somaliland’s Upper House finally passed a national water bill on Tuesday. The session was chaired by the Chairman of the Upper House, Mr Suleiman Mohamoud Adan. Fourty six Upper House members were present, 43 voted for the bill, one member voted against the bill, one member abstained, the chairman did not vote.
The bill had encountered many difficulties and was supposed to be voted on a day earlier but the voting could not take place that day because of lack of quorum which prompted the leadership of the Upper House to publish in the media the names of about 20 Upper House members who were missing from the sessions of parliament. The missing Upper House members were embarrassed that their identities were made public and some of them accused the Chairman of the Upper House of damaging their reputations.
