Somaliland: $927 Draft Of Somaliland National Development Plan (NDP)

Previously similar package had announce in 1 December 2007 a  ceremony held at Mansoor Hotel, in Hargeysa, marked on Thursday, the last day of the government’s discussions with the regional heads of UN, EU and the World Bank preparations for long term Reconstruction and Development Programme earmarked for Somaliland for the next five years at a cost of $550 million. As part of the ‘Joint Needs Assessment’ (JNA) program, which was initially designed for the “Reconstruction and Development Programme for the whole of Somalia” by the UN and the World Bank in 2005, at first, Somaliland government refused to be part of the JNA enterprise under the TFG and insisted on being treated as an independent entity. Unfortunately this package never seen a light any more ever since and died with last government!!

Last week, after four years of JNA failure package, was another a big ceremony held at presidential palace, in Hargeysa, marked on weds day 27th October 2011, the last day of the government’s announcement Somaliland: $927 Draft of Somaliland National Development Plan with the presence of ministerial heads, many officials and International Agencies in preparations for long term vision extended to 2030 process of Reconstruction and Development Plan earmarked for Somaliland for the next five years at a estimation cost of $927.27 million.

Today is one of my happiest days since got I matured of following Somaliland affairs for decades, in this week, when I saw and heard the announcement of five year developments plan including financial management, budget control and accountability. This is without doubt will equate to a staggering amount of increasing revenues and will follow decent live for Somaliland people.

Historically, this is first time in since 1960 that Somaliland witnessed such five years of Internally Tailored development plan of financial and economic – forecasted package which is solutions for overdue of business and economical problems especially for young generations of Somaliland's high growth rate population.

Five-Year plan of 2012-2016 demonstrated highly articulated detailed ambitious visions about Growth and Poverty Reduction strategies including: Each pillar priorities consists area of actions, such as  Rural development, Local government decentralization, Social services (Health, Education, Water and sanitation, Housing and shelter), Employment, Food security and Disaster Risk Management.

If there is one thing you need as a successful nation, then, there is one very simple equation to lead you those goals successfully: development and financial planning + realistic fiscal budget +/ and to execute/implement and control wisely. Prior even thinking about planning or implementation, there is requirement of good application system facilitation must be in place.

Otherwise, it is a beautiful of normal an idea of dream and political empty speeches like many other underdeveloped countries envisage known "they talk more than practical actions".

The question is what kind of implementation schemes or systems would be applied?

The answer could be below suggestions that must be considered prior to start up the plan in order to achieve the ultimate of these ambitious national goals.

Ø  Recruitment of accredited professional teams in respective fields, including but limited, example, positive economists, financiers, (certified accountants and auditors with CPA, CA and CMA) bankers, planners Marketers  Licensed from professional Institutions. Gained enough experience and worked in last 20 years in developed countries with no history of corruption crimes background. Must be given good standard of living high paid incomes and thinking working environments.

Ø  Placement of modern It/Electronic application systems for efficiency operations and productive out puts ( bandwidth servers +software programs)

Ø  Placement International standards guide lines such AICPA, FASB, SFAS's GASB and IASB in compliance for auditing objectives of smooth, effective management/administrative operations with sever ethics accountabilities.

Ø  Final of piece of advice and properly more important factor: The five-year plan has stimulated each pillar of each sector consists priorities and the president has designated 15 governmental ministries and agencies to take the responsibilities under leadership of ministry planning for the executions by working coherently with highly coordinated efficient procedure with no anymore bureaucracy or old previously corrupted phenomena.
