Peace And Development Academy Accused Of Usurping Legislature’s Role

Hargeysa, Somaliland, December 10, 2011 (SL Times) – Some members of Somaliland Upper House charged the Peace and Development Academy of taking over the role of the legislature.
The Chairman of Community Affairs and the Chairman of Affairs of the Interior, Abdiqadir Muhammad Hassan (Indho) and Ahmed Muuse Obsiiye (Gacan), said the Peace Academy not only habitually interferes with their work but even tries to take over their duties as legislators.
Abdiqadir Muhammad Hasan (Indho) and Ahmed Muuse Obsiiye (Gacan) made the charges against the Peace Academy to Haatuf Newspaper.
Abdiqadir Muhammad Hassan and Ahmed Muuse Obsiiye who were both part of the delegation that the Upper House sent to mediate the clan conflicts in Erigabo said the Peace Academy was neither helpful in the Erigabo nor in the Kalshale conflict, and that it often uses the seminars conducted by the Upper House as a photo op to promote itself.
This is not the first time that members of the Upper House accused the Peace and Development Academy of obstructing their work. In an interview with Haatuf Newspaper in June this year, the Upper House Secretary for Foreign Affairs, Omar Ahmed Suleiman (Omar San-weyne), leveled similar charges against the Peace Academy and accused it of interference in the Upper House’s work and refusing to release the funds for a seminar on road safety until they were given the authority to craft the legislation.
Abdiqadir Muhammad Hassan (Indho) and Ahmed Muuse Obsiiye (Gacan) said they had filed a complaint with the leadership of the Upper House about the Peace Academy and are waiting for a decision.
