Hargeysa, Somaliland, December 31, 2011 (SL Times) – The auditor general of Somaliland, Mohamud Aw Abdi Ibraahim (Mohamuud dheere), said that their investigation of the money missing from the ministry of water and minerals has led to the exoneration of the minister of water and minerals, Hussein Abdi Du'ale, from allegations of embezzlement.
The investigation of the minister of water and minerals occurred after the Minister of Finance, Eng. Muhammad Hashi Elmi, accused him of appropriating funds that foreign oil companies paid to the minister as part of signing of oil contracts with Somaliland.
After meeting with the president over this issue, the Finance Minister toned down his rhetoric and minimized the significance of his allegations.
The Minister of water and minerals, Huseen Abdi Du'ale, held a press conference in response to the allegations of corruption.
In his press conference, the minister of water and minerals, Hussein Abdi Du'ale, talked as if all the missing money is still in the bank (This is what he said in Somali: "Lacagtii waxay ku xarootay account wasaaraddu leedahay, hawsha ay wasaaraddu ku qabsanaysaana waa wax iyada u yaalla”. But according to the auditor general, Mohamud Aw Abdi Ibrahim (Mohamoud dheere), only $50,000 out of the $175000 is still in the bank and the rest of it was spent by the ministry of water and minerals (This is what the auditor general said in his press conference, "wasiirka macdanta iyo biyuhuna jeegagii waxa uu ku wareejiyey baanka dhexe ee Somaliland, saddex jeeg ayay ahaayeen oo isku noqonaya $ 175000 doolar, jeegagaana waxa qabtay Guddoomiyaha baanka dhexe Cabdi Dirir Cabdi, Guddoomiyaha baankaana jeegagii sarifay xisaab wasaaradda baanka uga furan ayayna ku dhacday, markii aanu baadhis samaynayna $ 50,000 doolar waxay ku jirtaa baanka, intii kale waxay ku baxdayna waanu helnay, waxayna ahayd mid waafaqsan heshiiskii lala galay labada shirkadood ee kala ah AZTANA OIL iyo OPHIR OIL, markaa lacagtaasi xisaabteedu si fiican ayay ku dhamaatay."
Two questions still need to be answered: 1- Is all the money (meaning all the $175000) is still there in the bank as the minister of minerals seems to be saying? 2- If most of the money was already spent, what was it spent on, and how come the minister of water and minerals does not know that most of the money was already spent allegedly on his ministry?
