Ibrahim Adan Qalib Says Ministry Of Finance Has The Right To Ask For Audit

Hargeysa, Somaliland, January 7, 2012 (SL Times) – The former accountant general of Somaliland, Ibrahim Adan Qalib, was critical of the report that the current auditor Mohamud Aw Abdi (Mohamud Dheere) released on the allegations of embezzlement by the Minister of Water and Minerals, Hussein Abdi Du’ale.
The former accountant general said the report was based on political considerations rather than the application of the law.
Mr Ibrahim Adan Qalib also said that the minister of finance has the right to call on the auditor to audit a government official, if that official is diverting funds to special accounts rather than the government’s account.
Charges of embezzlement of funds from foreign oil companies were leveled recently against the Minister of Water and Minerals by the Minister of Finance, Muhammad Hashi Elmi. But the accountant exonerated the minister of water and minerals of those charges.
