Report Shines Rare
Light On Somali Gov't Finances |

Nairobi, Kenya, March 3, 2012 – While tens of
thousands of its citizens were dying from famine,
the U.N.-backed Somali government spent only $1
million on social services despite having $58
million in revenue, according to a report by a
former Somali government official.
The whistleblowing report shines a light on
chaotic and secretive financial dealings and says
the Somali government did not explain how the $58
million it recorded receiving last year was actually
spent.

Somalia's al-Shabaab militants has been captured on
the outskirts of the capital by government troops
backed by African Union forces.
"This operation is necessary to consolidate
the security of Mogadishu," AU commander Maj Gen
Fred Mugisha said as the offensive began.
AU and government forces took control of most
of Mogadishu last year.

off the coast of Tanzania a year-and-a-half ago was
bought and sold by al-Shabaab business¬people while
their families and others attempted to settle on a
ransom amount.
Negotiations have been taken over by
non-profit organization Gift of the Givers. The
department of international relations and
co-operation said it was delivering "consular
services" to the couple's families, but had to limit
its comments for security reasons.

meeting started as a gathering in which the Dhulbahante clan
was going to discuss its affairs very much like any other
clan, and that was why Somaliland’s government did not
interfere with it and allowed some of the delegates to pass
through its airports and other entry points. But as is
widely known, the meeting was hijacked by individuals from
the diaspora who politicized it and declared a state called
Khatumo. This was viewed by Somalilanders as a negative
development. As we already wrote before, this was also a
negative development for the Dhulbahante clan, because all
it did was further divide an already divided clan. But it
also had one ironic result: it discredited many of the
individuals who used to claim that they opposed Somaliland’s
independence (or secession as they called it) because they
were nationalists who want to keep Somalis together.

For most Somalis general Samatar’s case brings raw emotions
to the surface that go to the root cause of why the
Somali state came apart. The reaction to his trial
and the Supreme Court verdict denying him immunity
for his actions while in charge of the formidable
Somali army and their role in the genocide in
Somaliland and destruction of towns is quite
telling.
He is either a saint or a Satan incarnated depending on where
one stands (in the line of fire or behind the guns).
It is important to note that those defending Samater
most vociferously are not denying the bombings of
Hargeysa, or the deaths of tens of thousands of
people, the mass rapes, summary executions and
torture chambers visited on ordinary people
throughout Somaliland.
